Executive Analysis | Philippine Industrial Strategy

May official projections na US$40 billion hanggang US$70 billion na investment at higit 130,000 high-quality jobs.

Dapat hiwalay na sinusukat ang research and development, engineering and process design, intellectual-property management, manufacturing, environmental and utility management, supply-chain leadership, technical maintenance, construction employment, at support services.

Local suppliers at domestic economic multiplier

Subalit may trade-off.

Strategic partnership is defensible; strategic subordination is not.

Philippine Information Agency report.

Kailangang sagutin ang peak at average demand, ultrapure-water requirements, recycling rate, prolonged drought, climate effects, reservoir storage, environmental flows, wastewater chemistry, discharge monitoring, at emergency priorities.

U.S. EPA Lean and Water Toolkit.

Dapat may independently reviewed catchment-level water-balance model para sa normal, dry, at severe-drought scenarios, kasama ang cumulative needs ng communities, agriculture, existing industries, future developments, at ecosystems. Nasa project proponents ang burden of proof.

IEA Energy and AI analysis.

Department of Energy power-industry data.

Lupa, komunidad, at environmental accountability

PD No. 1586 sa LawPhil.

RA No. 8371 sa LawPhil.

  • Binding domestic value addition.
  • Measurable technology transfer. Isama ang training, licensing, laboratories, joint research, engineering development, at technical documentation.
  • Filipino technical and leadership targets.
  • Resource-efficiency standards. I-audit ang water use, recycling, energy, emissions, hazardous materials, wastewater, at waste recovery.
  • Environmental and social security. Gumamit ng bonds, insurance, rehabilitation funds, at parent-company guarantees.
  • Transparent, conditional incentives.
  • Philippine jurisdiction. Huwag pahinain ang environmental, labor, tax, competition, data, land, o criminal laws ng bansa.
  • Review, suspension, at termination rights. Magtakda ng milestones, audit rights, reports, default provisions, corrective action, suspension, at termination mechanisms.

Opportunity o trap? Isang national scorecard

May meaningful local procurement at supplier development.

Material disclosure, independent water and power studies, environmental and social assessment, community protection, technology-transfer terms, at enforceable accountability.
